What is the Caregiver Program for Canada ?

Caregiver immigration program is for those who wish to help in caring for people with needs in Canada. The applicant may be eligible to apply for Permanent Residence in Canada.
The caregiver can apply for a permanent resident with IRCC in three different ways:

  1. Caring for Children Program
  2. Caring for People with High Medical Needs Program
  3. Live-in Caregiver Program

 

Note:

This pilot program expires on November 29, 2019. Candidate must have 2 years of experience eligible in one of three options and shall apply before this pilot program expires to be considered under the same contents of the program.

Details and Rules of the Caregiver Program

1. Caring for Children Program:

 

To be eligible under this program, the applicant must provide full-time childcare for at least 2 years in a home in Canada. Applicant must meet the following requirements under this option:

 

  • Applicant must have a full-time (at least 30 hours per week) for at least 24 months in the last four years. It must be a paid job. Breaks from work (not employed, sick leave, parental leave) are allowed in this program. You must have cared for children under the age of 18 either at your home or employer’s home. You are not required to live at employer’s home under this option. Student work experience does not count in this program. “Your work must match the National Occupational Classification (NOC) Group 4411.”
  • You must receive CLB or NCLC level 5 either in English or French in approved language test.
  • You must have one-year full-time education either in Canadian post-secondary degree, diploma or certificate of at least one year or equal level of foreign education proved with Educational Credential Assessment.
  • You must be admissible to Canada.

2. Caring for People with High Medical Needs Program:

 

To be eligible under this program, the applicant must have 2 years of full-time working experience as a registered or licensed practical nurse, or nurse aid or elderly, or home support worker. You must meet the following requirement to apply under this program:

 

  • Applicant must have a full-time (at least 30 hours per week) work experience for at least 24 months in the last four years. It must be a paid job. Breaks from work (not employed, sick leave, parental leave) are allowed in this program. Your work experience must be in one of the following listed in the Canadian National Occupational Classification:
  • Registered nurses and registered psychiatric nurse (3012)
  • License Practical nurses (3233)
  • Nurse aides, orderlies and patient service associates (3413)
  • Home support workers and related occupations (4412) (only home support worker is eligible under 4412. The housekeeper is not eligible under this NOC)

 

Note: Candidate who gained work experience under NOC 3012 as a registered nurse or registered psychiatric nurse or under NOC 3233 as a licensed practical nurse then the candidate must prove that applicant is licensed to practice in Canada and prove that applicant is registered with a regulatory body in applicable province or territory at the time of application.

  • Applicant must prove that an applicant meets the education, training, or other qualification as set out in the NOC job Description for the work experience, he/she is claiming.
  • Language requirements:
  • CLB 7 for NOC 3012 either in English or French
  • CLB 5 for NOC 3233, 3413, 4412 either in English or French

 

Note: Candidate must provide a test result report with application.

  • You must have one-year full-time education either Canadian post-secondary degree, diploma or certificate of at least one year or equal level of foreign education proved with Educational Credential Assessment.
  • You must be admissible to Canada.

 

3. Live-in Caregiver Program

To be eligible under this program, Candidate must meet the following requirements:

 

  • Applicant must have a Full-time work experience in Live-in Caregiver employment of 24 months or 3900 full-time hours within a minimum of 22 months (up to 390 hours of overtime can be included) gained in four years from the date of candidate arrival in Canada.
  • These hours cannot be included: any period of unemployment, an extended vacation which is more than employment contract vacation, any period spent outside Canada such as family vacation with employer, any period that worked inside Canada but outside employer’s home (that shall apply through caring for children or caring for people with high medical needs).
  • You must be admissible to Canada

 

Notes:

  • Your application is likely to be affected if you do not provide legit information to IRCC, or you and/or your family members have a criminal record or serious medical problems or pose a security risk.
  • Your application cannot be affected if you are upgrading your skills in Canada, or doing volunteer work, or with changed marital status, or the number of family members you have in your home country.
  • Applicants’ all family members must be disclosed in the PR application. Family members not mentioned in the application are not eligible to be sponsored later.
  • The applicant can apply for an open work permit when applying for a permanent resident application.
  • An applicant applying for a permanent resident living in Quebec must go through some extra steps with the province along with the federal
  • You may need to apply for a temporary resident visa to return to Canada if you leave Canada while your permanent resident application is in process. You must apply for a visa before leaving Canada. If you leave Canada for more than one year or a work permit expires while being outside Canada, than applicant should reapply for applicable visa or work permit at the local office to return to Canada.
